- In order to enhance development and utilization of mountain land resources, the government instituted the Taiwan Provincial Mountain Agricultural Resources Development Bureau in 1961, and established the Eastern Taiwan Soil and Water Conservation Promotional Team in November 1962, to proactively begin the mountain land conservation and utilization work in the eastern areas. In 1963, according to the decision by the Provincial Commission, the Taiwan Provincial Mountain Agricultural Resources Development Bureau 7th Office (the precursor of this bureau) was established.

- In 1974, based on expansion by the Provincial Government, it renamed the Taiwan Provincial Mountain Agricultural Resources Development Bureau 6th Office. On December 5, 1989, we were allowed to modify our name as Soil and Water Conservation Bureau 6th Engineering Office.

- In the initial stages, due to limited funds, the Bureau rent offices in Yu-li Village; beginning in 1965 it began building offices in Rui-sui Village. From then on, affairs and personnel grew by the year, the original office buildings were no longer sufficient. The Hualien County government agreed to allocate land for a new office in Hualien City, which was available for use on June 17, 1976; December of 1985 saw expansion of the second office building. In November 1993, the Hualien County government allocated land for the expansion of lobbies and single dormitories.

- In 2023, the Council of Agriculture was elevated to the status of the Ministry of Agriculture, and the Hualien Branch of Soil and Water Conservation Bureau was upgraded to the Hualien Branch of Agency of Rural Development and Soil and Water Conservation.
